Steen Hambric

Chief Information Officer - City of Phoenix

Steen Hambric is the Chief Information Officer (CIO) for the City of Phoenix, where he leads the city’s enterprise Information Technology Services (ITS) organization and drives strategic technology direction, digital innovation, and secure operations across all municipal departments. In his role, Hambric oversees citywide IT strategy, governance, cybersecurity, service delivery, and enterprise applications supporting more than 16,000 employees and 1.7 million residents. With more than three decades of experience in public-sector technology leadership, Hambric brings deep expertise in enterprise transformation, infrastructure modernization, and cross‑agency collaboration. Before being named CIO in 2021, he served as Assistant CIO for the City of Phoenix, where he played a central role in major citywide technology upgrades, including a multi‑year telecommunications overhaul and initiatives expanding connectivity for residents, particularly during the COVID‑19 pandemic. Prior to joining the City of Phoenix, Hambric held senior IT leadership positions within the United States House of Representatives, including Chief Technology Officer for House Information Resources, where he led complex technology operations supporting national legislative functions. His public service also includes leadership roles with the National Drug Intelligence Center and the U.S. Department of Defense. Lester Godsey

Chief Information Security Officer - Arizona State University

Lester Godsey is the CISO for Arizona State University, the largest public university by enrollment in the United States. Prior to ASU, he was the CISO for Maricopa County for five years, where he was responsible for information security during the most contentious US elections in modern history. With over 30 years of public-sector IT experience, Lester has presented at the local, state and national level on topics ranging from telecommunications to data management to cybersecurity. As a certified PMP, CISM and CISSP, Lester has taught at the collegiate level for over 15 years in the areas of cybersecurity, technology and project management. A published author and an active participant in the cybersecurity community, he holds a BA in Music and an MS in Technology from Arizona State University.

Sonny Varadan

Chief Information Officer - Sonora Quest Laboratories

Sonny Varadan, CHCIO, MBA, PMP, is an accomplished information services executive and thought leader with a passion for innovation and agility. He is organized and highly creative with proven capabilities in IT-led laboratory strategies. Equipped with a strong software background in healthcare infrastructure and applications environments, Sonny has led as Chief Information Officer for Sonora Quest Laboratories LLC (SQL) and Laboratory Sciences of Arizona LLC (LSA), which is one of the largest integrated joint venture laboratories in the United States and the leading reference laboratory in the state of Arizona, since 2018. Prior to joining SQL/LSA’s senior leadership team, he held senior IT positions leading information technology as well as providing strategic consulting for several large reference laboratories and health systems across the United States. Sonny is a certified Project Management Professional and he received his Master of Business Administration from Indiana State University and bachelor’s degree from the University of Madras. Throughout his tenure, Sonny has worked on several digital experience and transformation initiatives, lab information systems implementations, client connectivity solutions, and middleware systems. Prior to joining SQL/LSA, Varadan held numerous senior IT positions, including additional roles as Chief Information Officer for large reference laboratories and health systems. In these roles, he led and implemented several health system and lab workflow projects, such as: • front-end automation • pre-analytical order entry solutions • lab CRM solutions • customer service application initiatives • LIS evaluation, selection, and migrations. Sonny serves on the Board of Directors for Contexture, Arizona’s Health Information Exchange. He also serves as Board President for the Prostate On-site Project, helping to raise awareness for men’s health throughout Arizona. Sonny also serves on the advisory board of Arizona Technology Council, ArizonaCIO, and AZNext which is a workforce training accelerator for Next Generation IT jobs.
