Abstract:

As enterprises push toward digital acceleration, CIOs are confronting a new operational reality—one defined by infrastructure constraints, escalating costs, talent shortages, and rising expectations for always-on performance. This enterprise CIO panel brings together senior technology leaders from both the public and private sectors to explore how real-world infrastructure challenges are reshaping technology strategy, investment priorities, and execution models.

Panelists will discuss how CIOs are balancing innovation with operational discipline, navigating cloud and data center decisions amid power, network, and capacity limitations, and modernizing legacy environments without disrupting critical services. The conversation will also address how infrastructure realities—from energy availability and geographic distribution to regulatory and procurement pressures—are influencing AI readiness, resilience planning, and long-term enterprise architecture.

Frank Sweeney serves as Chief Information Officer and Assistant Director at the Arizona Department of Child Safety, where his focus is simple: serve the people doing the work and use technology to make their jobs easier, smarter, and more effective for the families of Arizona. With nearly three decades of experience across startups, large corporations, and state government, Frank has spent his career pushing the boundaries of how technology can solve real human problems. He is known for bringing energy, curiosity, and a practical mindset to complex challenges, often helping teams see possibilities where others see obstacles. Frank believes the best technology solutions start with understanding people. His leadership approach centers on listening first, building strong teams, and creating environments where innovation can happen responsibly. Dana is an accomplished technology executive and influential leader with expertise in digital transformation, based in the Greater Phoenix Area. His extensive knowledge and experience span IT sectors in various industry verticals, and he is acknowledged for developing IT strategies that cut costs, bolster system security, and improve service delivery. Throughout Dana's career, he has demonstrated expertise in orchestrating technology transitions during M&A activities and implementing Lean IT principles to optimize operational efficiency. His decisive problem-solving skills, coupled with resilience under pressure, have consistently ensured timely project completion while effectively navigating challenges. Dana's professional journey includes pivotal roles in renowned organizations such as Cordia, PacSci EMC, Northrop Grumman, Casino Arizona, and P&G. Notably, Dana played a key role in the leadership team responsible for the carve-out of Cordia from Clearway Energy Group, highlighting his strategic acumen and leadership capabilities. In this role, Dana led the greenfield build-out of the entire IT organization, service model, and implementation of new infrastructure and application systems for Cordia. Dana earned his MBA with a concentration in Project Management at Keller Graduate School of Management and his Bachelor of Science in Computer Information Systems with a minor in Management from the University of Dayton.
